When we speak about the “Head Council of the House of Ephraim,” we are referring to a council whose deepest desire is to come fully under the authority and guidance of a recognized Orthodox Jewish Beit Din or Sanhedrin. The Tefilah l’Shalom Medinat Yisra’el (“Prayer for the Welfare of the State of Israel”) was composed by Rabbi Yitsak haLevi Hertzog (1888-1959), edited by Shmuel Yosef (S.Y.) Agnon (1888-1970), and first published in the newspaper Ha-Tsofeh on 20 September 1948.

This prayer was instituted at the time by the Chief Rabbis of Israel, Rabbi Hertzog and Rabbi Ben Tsiyon Meir ai Uziel. According to the custom of the Ashkenazic communities, the time for reciting the prayer was set between the end of the Torah reading and the haftara for the return of the Torah scroll to its place in the Holy Ark. In Sephardic communities, it is customary to recite the prayer at the time of the removal of the Torah scroll from the Holy Ark. (At this point in prayer, it was customary the prayer “Hanoten Tshuah”, blessing the ruler of the state and their immediate family.)

Because the State of Israel is referred to as “the beginning of the sprouting/growth of our redemption,” the prayer was not universally accepted. This expression, and the reservations about the state in general, are some of the reasons why non-Zionist and anti-Zionist Jews do not recite it in their synagogues. In fact, the recitation of this prayer and, to a lesser extent, the prayer for the safety of IDF soldiers, became one of the main differences between prayer in aredi synagogues and prayers in National Religious Zionist synagogues in Israel and in the Diaspora.

R. Boruch Mordechai Ettinger was a follower of the first three Chabad Rebbes, R. Schneur Zalman (the Alter Rebbe), R. DovBer (the Mitteler Rebbe), and R. Menachem Mendel (the Tzemach Tzedek). He served as head of the Talmudic academy in Vilna (Vilnius) and then as rabbi in Babruysk, a post he filled for fifty years. Toward the end of his life he immigrated to Jerusalem, where he passed away.

R. Boruch Mordechai was known for his witty sayings and remarks which reflected his sharp perception and deep wisdom.

Laws and Customs

As the last month of the Jewish year, Elul is traditionally a time of introspection and stocktaking -- a time to review one's deeds and spiritual progress over the past year and prepare for the upcoming "Days of Awe" of Rosh HaShanah and Yom Kippur.

As the month of Divine Mercy and Forgiveness (see "Today in Jewish History" for Elul 1) it is a most opportune time for teshuvah ("return" to G-d), prayer, charity, and increased Ahavat Yisrael (love for a fellow Jew) in the quest for self-improvement and coming closer to G-d. Chassidic master Rabbi Schneur Zalman of Liadi likens the month of Elul to a time when "the king is in the field" and, in contrast to when he is in the royal palace, "everyone who so desires is permitted to meet him, and he receives them all with a cheerful countenance and shows a smiling face to them all."

Specific Elul customs include the daily sounding of the shofar (ram's horn) as a call to repentance. The Baal Shem Tov instituted the custom of reciting three additional chapters of Psalms each day, from the 1st of Elul until Yom Kippur (on Yom Kippur the remaining 36 chapters are recited, thereby completing the entire book of Psalms). Daily Thought

To whom does a Jew pray?

Can He be described? Does He have a name?

No, there is no description with which to imagine Him, no name with which to grasp Him.

Even the pronoun “Him” implies too much to be true—as though He could be a third party, absent or present. Even the title “Infinite Light” misses the mark, as though He were only light.

But He is not light. He is the source of light. At the source of all light, there is no absence or presence, no being or not being.

There is only “You.” Here, now, known to all beings. And yet beyond the grasp of any knowledge.

It is truly inconceivable, certainly outrageous, but we puny, mortal creatures turn to the heavens and beyond the heavens and say, “You.”

As Rabbi Yosef Yitzchak of Lubavitch wrote:

You, that all know of You.

You, that all put their trust only in You.

You, that all plead only to You.

You, that no creation nor emanation knows who and what You are.

And so we pray to You alone, for You alone, the Unknowable, are known to all.

Bar Mitzvah

Bar mitzvah is Hebrew for “son of commandment.” When a Jewish boy turns 13, he has all the rights and obligations of a Jewish adult, including the commandments of the Torah. From that date, he will wear tefillin on a daily basis, participate in synagogue services and take his place in the Jewish community. This milestone—called a bar mitzvah—is often celebrated with a ceremony in synagogue, tefillin wearing, and parties. The celebrant may be called to the Torah, lead services, deliver a speech or otherwise demonstrate his newfound status.

14 - How Long Must One Stand at a Distance


After taking three steps backwards, one must remain standing in that place. He may not immediately return to where he prayed the Amidah , for if he does, he resembles a dog that returns to its vomit ( Yoma 53b). The reason for this condemnation is that after separating himself from the King, if he returns to stand before Him, only to wait there without reason, he illustrates that he did not understand that he was standing before the King and that he already separated from Him. Therefore, his action is considered disgraceful. There are those who continue to err, and upon returning to their places they lift their heels slightly as done in Kedushah . However, there is no reason for this.

L'chatchilah , one should stand in the place that his steps ended until the chazan arrives at Kedushah , or at least until the chazan starts the repetition of the Amidah ( Shulchan Aruch 123:2). According to the majority of poskim , there is no need to remain standing with one's feet together upon the conclusion of Oseh shalom ( Mishnah Berurah 123:6; Bei'ur Halachah and Sha'ar HaTziyun there). However, there are those who say that it is good to remain with one's legs together until he returns to his place. ( Kitzur Shulchan Aruch 18:13; Kaf HaChaim 123:11 mentions both opinions.)

It is proper that even someone praying individually does not return immediately to his original place, but stops after taking three steps, and waits in his place for the amount of time it takes the chazan to arrive at Kedushah , which is approximately half a minute. In extenuating circumstances, if he must return to his place, he must wait the amount of time it takes to walk four amot and only then return ( Mishnah Berurah 123:11; Kaf HaChaim 20). The chazan who must begin the Amidah repetition, can l'chatchilah wait in the place his steps ended, approximately the walking time of only four amot , and afterwards return to his place, because he is approaching the Amidah prayer again ( Rama 123:2). Similarly, one who must make up a missed prayer, and pray a supplementary prayer ( tashlumim ), must wait approximately the amount of time it takes to walk four amot and then return to pray ( Mishnah Berurah 123:11).

At the end of the Amidah repetition, it is unnecessary for the chazan to take three steps back again, since his prayer is not completely concluded until Kaddish-Titkabal , in which he requests that his prayers and requests be accepted. At the end of Kaddish-Titkabal , he takes three steps back and says Oseh shalom ( Shulchan Aruch 123:5). Although in Shacharit we recite Tachanun , Ashrei , and U'va L'Tzion before the Kaddish , and on Mondays and Thursdays the Torah is read, nevertheless, the chazan 's separation from the Amidah repetition occurs in the Kaddish-Titkabal recited after U'va L'Tzion. Therefore, the chazan must be strict not to speak from the end of the Amidah repetition until the end of Kaddish-Titkabal ( Mishnah Berurah 123:18).

Membership Requirements

Join a Jewish Torah Community

The applicant must become actively involved in a Jewish Orthodox community, or a community progressing toward Orthodox Jewish observance, within their local area.

The primary purpose is:

  • To find a Havruta (Torah study partner)
  • To study Torah consistently
  • To grow spiritually through Teshuva and observance

Torah Study and Community Participation

The applicant is expected to:

  • Attend and participate in the local Jewish Orthodox community regularly
  • Be a devoted member of the community for a minimum of one year
  • Participate in community Shabbat gatherings, festivals, and torah events
  • Study Torah according to Jewish Halacha
  • Learn to read Torah and Hebrew
  • Study with a Jewish Orthodox Havruta for at least:
    • Two hours per week
    • For a minimum period of one year
  • Follow and learn from Gaddi’s Torah Studies available in multiple languages

Declaration and Spiritual Acknowledgment

At the point of formal application, the prospective member signs a declaration acknowledging:

  • The historical separation of the Kingdom of Israel under Yeravam
  • Recognition of the spiritual errors associated with idolatry and separation from Jerusalem and the House of David
  • A desire for repentance and reconciliation with the Jewish people
  • Commitment to observe the mitzvot and Torah commandments
  • A sincere wish to come under the “Scepter of Yehudah”
  • Hope to eventually stand before the Jewish Rabbinate in Jerusalem in unity and confession (asking for forgiveness for the sins of our forefathers, ourselves, before HaShem and the Jewish people) before the Jewish people

Testimonies and Recommendations

After completing the required study and community participation period, the applicant must submit:

Required Testimonies

  1. A testimony from the Jewish Orthodox Havruta describing:
    • The applicant’s conduct
    • Torah commitment
    • lifestyle and spiritual growth
  2. Two additional testimonies from respected members of the local community

These testimonies should confirm that the applicant is living as a righteous and Torah-observant individual committed to:

  • Shulchan Aruch
  • Chassidut
  • Teachings of Chabad-Lubavitch
  • Study of the Tanya
  • Torah observance through hearing and doing

Submission to the Head Counsel of Ephraim

The following documents must be submitted to the:

Required submissions include:

  • Personal application request
  • Three testimonies
  • Request for acceptance into the international House of Ephraim community

 Submission to the Head Council of Ephraim

When we speak about the “Head Council of the House of Ephraim,” we are referring to a council whose deepest desire is to come fully under the authority and guidance of a recognized Orthodox Jewish Beit Din or Sanhedrin. In all matters—especially those concerning Halachic decisions related to the Jewish people, Am Yisrael—the Head Council seeks to act with humility, submission, and respect toward the established Torah authority of Israel.

Interview and Acceptance Process

If the application is approved:

  • The applicant will appear before the Head Counsel of Ephraim through a video interview
  • Upon acceptance, the applicant must:
    • Sign the Ephraim Membership Contract
    • Undergo a Mikvah immersion immediately afterward

Community Applications

Non-Jewish communities seeking to transition toward Jewish Orthodox observance and become affiliated with the House of Ephraim through Beit Yisrael International are instructed to establish communication with Gaddi or Ariel for guidance and further process.

Special Note for Individuals of Jewish Descent

Individuals identified as “Lost Jews” may be required to sign a separate contract. Membership under this category is only considered when it is not possible for the individual to be formally accepted as Jewish through a recognized Jewish Bet Din.
